Is there a paint anyone would recommend for painting vinyle shutters from a green to a black and that will last without fading in the sun? I wondered if automotive paint would work but might be too expensive but it would be a good opportunity to practice with a gun.

ALL paint fades in the sun. Simple coating designed for outdoor plastics is Krylon Fusion in rattle cans. You can get 2 to 5 years out of it. Most of these construction grade plastics expand and contract too much for the auto paints. Higher quality outdoor acrylic latex actually holds up decent on most of those shutters. Latex will flex quite a bit with the plastic.
