hey guys i will be painting some plastic interior parts they are a shiny black now, would i use some sort of plastic primer or an adhesion promoter?

Well, that depends... is the shiny black a coating or is it that color cast through the parts??? If you scrape it and it appears to be through the part then an adhesion promoter is needed. Bulldog in an aerosol is available just about anywhere. If the black is a paint then you're probably going to just scuff that up some and paint over it with no AP needed.
