New spray paint destroying previous paint surface

I have been having a nightmare trying to respray a small area on my plastic bumper using a spray can. The problem is not on the area that was filled and sanded etc, but where it adjoined to the existing paint surface. Where the paint touched this it appears to wrinkle up and completely destroy the surface right down to the plastic. As such I have ended up sanding and repainting ever larger areas so that now what was a very small issue has turned into a big one! Can anyone offer any suggestions ? I really don't want to have to sand down and completely repaint the entire bumper. I wonder if it could be a particular issue with the spray paint I'm using which came from Halfords (UK)
