Bumper welding & filling?

I'm removing the reflective lights on both bumpers & I need some guidance please. I need most help regarding to fixing the surface of the bumper. In the picture u can see the rough oval shape of the bumper. Can I sand this down with 2000 grit or what? I've read a bunch of previous posts but can't find anything definitive. Thanks for the help. :knockout:

So that area is a welded in plug? If it is you are going to need to get something like a poly putty and surface/feather out well past your work. USCs Body Icing would work with that and feathers well.
