Need guidance on how to start prepping and paint

Hi guys,

I'm new here and some what intermediate to painting. I've been trying to gather information for a project I have and want to make sure I'm doing everything properly. So a little about my project I have a blue honda civic and I recently bought some oem bumpers that are factory black. They have some scuffs and scratches that need to be sanded or possbily filled. I believe the OEM Honda bumper is plastic. So how would I start? Do I sand all the way to plastic? Do I sand to factory primer? Do I just scuff and prime? I'm not sure how to start with this. Can someone please provide some guidance? Thank you

You should spend some time reading as this subject has been covered extensively.
There is a sticky post at the top of this forum, plus the search function should give you everything you need to know about painting plastic bumpers.
