Can this gun be used with water based passed as well? Is this a decent gun for a beginner?

I have that unit and it has worked very well for me. It comes with a 1.3, 1.5, and 1.8 tip and a 2.2 tip is also available for thicker materials. It is listed as a solvent only gun however. The gunman on youtube has a few videos reviewing this unit with the different tip sizes spraying different materials and he seems to like also. If you are spraying waterbourne however the recommended version of this gun is the FLG-671.

It's an ok gun but not great. Very clunky feel, has that plastic baffle thing between cap and body and uses air like the worst kind of hog so you will need a good compressor. I have a champion 2 stage which puts out about 18cfm. You wouldn't want to use a Finishline with a small compressor unless you're just painting door mirrors or something small.
I use mine as an epoxy gun with the 1.5 tip and it does fine.

I've been looking at these sprayers for my restoration. I'm still a ways off from making a purchase so am keeping my eyes open.

I started with the Finish line guns and still use them I have the 670 have used it with Clear's for years will lay down clear like Glass when set up properly they are air hogs especially with special hi flow fittings creates a lot of over spray.

There are better guns but you'll spend Twice as much, And I doubt very seriously a beginner could get a better finish with a hi dollar unit.
