I've had this same problem. I ended up buying a new bumper cover for the top part of the bumper ($70). If I sanded it - where ever I stopped, the paint lifted there. I wasn't going to sand the entire thing off.. he didn't want the texture of the bumper smooth (it was rough) - so I just said screw it and went and got a new one..
I hate that stuff.

I've thought about putting clear down - thinking that would "seal it".. good to know I can do that!
