How reliable are rust converters?

POR is more of a paint or topcoat non-activated urethane than any type of primer. It also certainly isn't a rust Converter. :P

To paint over POR you have to use their "tie coat" primer.

Kinda defeats the whole purpose if you have to primer over it anyway, before you primer (again) and paint.;)
If you want a good alternative, look into Rust Bullet and Master Series. Both good alternatives to POR15.

The pits NEED to be blasted clean and/or converted with a phosporic acid converter and vigorous wire brushing. Then you can epoxy prime or POR15 it to death if you wish.
