POR is more of a paint or topcoat non-activated urethane than any type of primer. It also certainly isn't a rust Converter.
To paint over POR you have to use their "tie coat" primer.

Kinda defeats the whole purpose if you have to primer over it anyway, before you primer (again) and paint.
If you want a good alternative, look into Rust Bullet and Master Series. Both good alternatives to POR15.
The pits NEED to be blasted clean and/or converted with a phosporic acid converter and vigorous wire brushing. Then you can epoxy prime or POR15 it to death if you wish.
