Think a quart of sprayable base, and a quart of unmixed clear is enough?

No.
You will need a minimum of 3 coats of base to achieve coverage. If you get a quart of base that mixes 1:1 you would have enough and some extra in case you need to respray anything. Unless you are using a quality High Solids clear you will need 3-4 coats to provide UV protection on those horizontal surfaces depending on your application technique. A quart of clear that mixes 1:1 would be enough but something that mixes 2:1 or 4:1 would not be. 1968 Coronet R/T

Ok, so I get a Quart and a Pint of premix sprayable and then 2 quarts of clear, I should be good.

Since the section of the car is already white and the paint is in good shape. I plan on just painting over it with the gold.
Should I scuff it up first? Or just degrease it with like Dawn and then shoot color? 1979 Cutlass Hurst/Olds

Wash first and then scuff to dull the clear coat with a light gray Scotchbrite pad.
