Mostly 2 coats, do I scuff or strip?

My daughter wanted her 74 chevelle repainted. It looks like factory blue- pretty close anyway. I could see a couple of repaired areas in the previous painters efforts- I sanded down and found it had been 2 stage painted about 3 times. The rest of her car seems to have only one paint job present. 90 percent of the car is straight with acceptable millage. Questions:

1. After filling and priming the "damaged" areas, how should I progress with the straight areas- I was hoping to scuff and paint. I was looking at delFleet Evolution in a close blue. What do I scuff with gritwise?

2. Do I need high solids? I was looking at their PPG Delfleet Evolution "Conventional Epoxy Primer".

Buzz it with 320 on your d/a then prime.

buzz with 320 prime with 2k primer sand with 400 or 600 if youre picky but no finer than that then basecoat then clear
