you should treat that rust with naval jelly or something before priming it

Ok, I never heard of naval jelly. What is it and what does it do? I bought more 36 grit pads and will give it another try.

Thanks

some rust convertor will do kill the rust, then clean up and prime, or if the part isn't real big, some mollassis mixed with water and submerge the part for a few weeks, pull it out and pressure clean, will come up real nice

Better yet, try media blasting the area.
Sanding and/or grinding is removing good metal while trying to reach to the bottom of those rusted pits.
While rust converters have their place, if not properly applied and then neutralized, they will cause you problems.

I was able to get all the rust out using a wire brush. Thank you all for the help.
