so i went to visit my uncle in sant cruz and he wants me to paint his truck. it was painted before but the guy who did it did a horrible job paint chipping off and bubbling up all over the truck mostly hood just wanted to know what would cause this truck doesnt even look like it was prep right or primered/sealed looks like paint just been painted over bar metal

I hate to be the bearer of bad news, but IMO I think you need to strip the truck down to bare metal and start all over with epoxy, 2K and top coats. I'm just a hobbyist and maybe someone will have a different opinion, but I think the existing paint will continue to bubble and lift.

Looks like rust to me. Since the prep is an unknown, I'd strip it as fireboat suggested and redo it the right way.

It might not be rust. I have 2 projects that have the same bubble problems. When you poke the bubble, nothing comes out, but it looks like solvent entrapment or even water contamination between the layers.
X3 on the sand to bare metal and prime with epoxy. |
