Using an LVLP gun (type probably doesn't matter?), how much distance do I need, in a mild breeze, to prevent ruining my neighbor's car, when I spray clearcoat?
I don't have a garage any longer, sadly.
Safe working distance?

That's hard to answer. I'd try to leave a couple hundred feet buffer, to be safe.

Neighbor, two houses down from me did a full size mid 70's Caddy about 10 years ago using an HVLP gun. I put all my cars away, thankfully. I had yellow dust in my gravel and I was at least 200 feet from him. Stuff can carry more than you think. I'd consider doing at least a poly booth or get one of those cheap temp. garages.

If I get a temp garage, do I have to seal it - that is, close its front door (and wear an uber uber tight mask)? Otherwise, it'll find its way outside and still do the same thing?
