Bedliner on rust?

So I recently picked up my truck. It had running boards on it, and the fenders are rusty where they were. I tried patching it with duplicolour, but I can't get it to stick.

I got a little heavy handed with the pressure washer. So I'm thinking of doing something like this

I was wondering if I could use spray on Bedliner like that truck, or would be better off using some high quality paint? If so could I get some suggestions? I am a bit worried about using Bedliner, and having it trap moisture and allowing the rust to spread underneath... Here's the truck

You are going to have to deal with the rust first. I would get a cheap hand held blaster and blast all the rusted spots and either epoxy or etch. You can Berliner over top of either with the Upol raptor liner system. Don't be surprised if more spots pop out later on. The dodge trucks are bad for rusting in those spots and it normally comes from the inside out.

Alright thanks for the reply. That is the only rust this truck has, I'd almost say it rusted from the outside in, it had set running boards on it from stock or very early on in it's life. So Bedliner shouldn't be much worse for having rust come back then with paint

Wait your right, definitely inside out. I did some googling, but since I have a thread going, I figured I should ask what would be the best way to patch the rust hole? Just weld a patch over it? I'm looking for the most permanent fix, but I know I'll probably need a new fender in the future...

Buy a new fender, cheaper faster easier than trying to repair at $120 each side.
Paint and put on doesn't get much easier than that.
Its not like your dealing with an old Muscle car with expensive & hard to find parts.

Or you can Blast the metal clean on both sides weld on some new metal put filler on it and paint whole thing, with new fenders that cheap why bother ?
