So when I go to high build primer the car should I bolt on the bumper fillers, quarter extensions and header panel?
I just don't want problems down the road with paint peeling but the header panel could probably use the high build and it would be easier to sand on the car I think.

A reason for sanding high build with parts on the car is to get eveything
straight and uniform. Those small parts aren't as critical as fenders, doors, hoods, etc. As you said, maybe install the header panel and quarter end caps, and do the bumper fillers off the car... "If you can't move it, paint it." - U.S. Army

I'm with Ntrain on the parts. I do take them back off to clean and smooth the edges. I have seen parts done off the vehicle. Then when assembled chip because the edges were to thick. If fillers are flexible. Keep the materials on them as thin as possible.
