New "RAW" fender...what is this?

This is a new "raw" fender that my buddy bought for his bike. I'm not sure what is on it. Is it fairly safe to assume this is an epoxy primer? It's obviously sprayed on, there are runs on the underside.

Prep? Scuff and hit with regular primer?

if it was me I would take it off and start from bare metal, but I also have the tools to do this quickly. I would sand blast it about 20 to 30 minutes time that's getting the machine out and putting it away. then you can etch prime or epoxy and you know what you've got. I just don't trust someone else's prep work . you can get an idea how good it is by sanding an area if it feathers to the steel good and doesn't start to flake your probably ok I would still take it off though.

Thanks for the opinion. I've passed it along to my friend who owns the bike....will let him decide what he wants to do. Will be his cost and his risk either way.
