Surface rust. Easy fix or too much?

I'm in the market for a factory style iroc/z28 hood, and i'd rather not go aftermarket due to fitment concerns. I found this hood at a local junk yard.

The hood felt pretty solid. Is this rust no big deal or would it come back to haunt me?

Depends on how the underside looks. What shows there could easily be media blasted to clean metal, epoxy primed and with a little work be made to look like new.
Now if the underside and supporting structure is rusted badly the story changes.

That's what I was thinking. I wasn't able to get the hood popped to look underneath. I'll check it out later for sure though.
