I have sprayed tank came out OK but problems with applying 1K lacquer. It's turning out dull and leaving something like a coat of dust after drying I've tried using rubbing compound to bring up shine but no luck.Conan

Better pictures would help, but lacquer paints are always going to dry dull. The dust appears to be from your work environment.
Did you final sand the tanks prior to polishing, and what pad and polish are you using? By hand or machine polishing? |

Tried to final sand it with 800 wet and dry made it worse so I resprayed am using halfords rubbing compound with damp polishing sponge by hand as I don't have an electric polisher the side panels came out great last year

I googled the compound you listed since I wasn't familiar with it. The manufacturer states its for rust removal. Combine that with it being an aerosol (which will produces the dust) I would say you have an inappropriate polish. It's far too coarse.
Get a polish intended for paint, 3m or Meguiars, Sand your clear with 1500 grit or finer (wetsand), and try to come up with some type of machine polishing with a pad intended for paint. At the very least, a drill with an attaching arbor to hold a pad. |

as above sand with 1500 and use the correct compound. if your talking the buffing sponge, no water just use liberal amounts of compound at first. it should polish out fairly easy then you can do the final by hand. your going to want to use a coarser compound but not to coarse the first time. then use a polishing compound ether by hand or your drill. don't use the same pad for both. you might use the same pad if you wash the first compound out real good.
