Prepping crevices for paint

This is a though one (for me). How would you sand/prep small crevices ? I have those around the headlights and it's hard to reach. It's about the thickness of a tongue depressor. This section was repainted in the past and the previous painter did not bother to sand in it.

So his repair started to peel off and I had no trouble removing the paint with a small flat screwdriver. Now, I don't want to repaint this section and have my paint peel off like his!

Fold up some 150 and get down in there.

Is it not removable ?

Try to chip off as much paint as you can and grab a maroon scothbrite pad and jam it in there as much as you can and scuff it up.
