Anyone know what this paint defect is?

Sorry for poor photo but I have a couple small spots on my paint that look like this. Anyone know what they are and if it could be corrected? If photos not good enough let me know I'll try to retake in sunlight. Along the hood body line near the top of the photo you should be able to see it.

crappy prep and paint job...

looks to me like a very orange peeled dry spray singles stage that someone tried to polish ?

It's on a 1995 Mustang, there's only two spots I can see. Both very small and both on the left fender.

Did you paint the car or have it painted?
Looks like the primer was contaminated to me.

^^^looks like sanding sludge that didn't wiped off or some other contaminate. the paint job looks like it was sprayed to dry, like maybe the reducer was to fast and the gun to far back. lots of problems.
