So my 2002 Ford pick up clear coat is starting fail. Other than that the body is great, just a few small dings to fix, regular chips along the bottom ect, it's a daily driver. No rust. My question is can I just sand off the clear coat, then re-shoot the base color and clear or do I need to seal or prime over the orginal base color first?

Clear coat protects the base (color) coat from the sun's UV rays. When you can actually see the clear coat failing its already too late.
You will need to sand down to the primer and then I would recommend spraying a sealer to lock things down.

in some cases only the clearcoat needs to be removed. if you are fairly confident that the basecoat is thoroughly adhered to the primer underneith then just feather back the clear and prime over.
