I've been an automotive painter for quite a few years now, however, my shop I work for is an old building with an old cross draft booth and frankly an old school owner who doesn't want to deal with major upgrades to our booth.Recently talked with another shop owner who mentioned using carpet on the floor of my booth. I already water the concrete floor before I spray but he said the idea behind carpet is that it creates static electricity and keeps dirt from the floor on the floor and even draws dirt from the air to the floor. Has anyone ever heard of this or even sprayed in a booth with carpet on the floors?

Never heard of that. It sounds like a really bad idea to me.

Take a look in the wife's vacuum cleaner sometime, and see all the dust it picks up out of carpet. I suppose you could use carpet if you wet it down before spraying, but I see no advantage to it. If you're worried about static buildup, wrap a length of chain around the vehicle's axle and let it rest on the floor.
