I did a spot repair on a plastic bumper and now have lines/ridges where the masking tape was applied. My thought was to wet/1500 those lines and then clear coat without masking. Would this be the best approach to remove the ridges and recoat?

You can try that but you usually can always see it after buffing.
You need for the paint to not have a hard line, never paint to tape.
Most painters feather the color out over the panel then clear the entire panel.
If I have to blend the clear I roll back one edge of the tape so it stands above
the panel about 1/8". I attach that to some masking paper that I hold in place with magnets on the car. I move it slightly after each coat.
I spray directly perpendicular over it until the last
coat and then spray a little inside followed by some blender.
I remove the paper with tape quickly after the last coat of clear.
You have to feather it out but keep it wet.
