mig feeder motor is slow

I picked up a used Linclon Electric Powerpack. Its an older one and even with out wire when the setting is low it doesn't turn. Is there a way to clean it or spray something to make it spin and feed the line better?
Never painted before.
I'm here to learn and build my supplies.
Will be painting real soon!
