Rear Quarter Panel 09 Vibe... where to start?

Have a 09 Pontiac that was in good shape but got backed into a while ago. Driver exchanged info then when i filed he denied everything. So, I'm left fixing it myself. I have painted before but no body work. Can anyone give me a plan of attack? I'm not looking for perfect just serviceable and something that will last for a long time.

dog legs are hard to repair because theyre so small they dont want to come out all the way and I find the hardest part is trying to get it out enough to line up with the door properly. you will need at the very least a stud gun. your best bet would be to put constant pulling pressure on it with a come along. trying to use anything else such as a slide hammer will just tear holes in your metal. I like to use the "wiggle wire" and claw attachment for this.

Would i be better off with a stud welder or just tacking on various pull tabs or whetever with my fluxcore welder?
