1969 firewall blower motor housing

I am working on my 1969 firebird on passenger side of firewall at bottom on side its rusted out im going to fab new metal in my question is are there supposed to be a weep hole at bottom of this panel.

That's referred to as a saddlebag and is repro'd. The bottom is formed to allow drainage.
