Anything can be fixed its all in how much money and time you have.
The rust on this is extensive only you can answer the question of is it worth it? What year make and model of car is this? Only cure for rust like that is to cut it out and weld in new metal. Hows your welding skills? what kind of welding equipment do you have? do you have any body work tools and a place to work in? project like that could take a very long time to complete. Dennis B.

I have a friend who welded before becoming a technitian. But it may be easier to just get a model with less rust. If I can find one that looks more like the cleaner car (won't find any with no rust) only thing I'd miss is the OEM power roof. I know body shops won't swap them due to supports but is there a way to just cuZ the spot welds and replace the whole roof of the car

Yes it can be done but best to ask person who will be doing the work.
If I were you I would find some one who is proficient at major accident repair. Without knowing make model and year hard to say whats involved. Dennis B.
