body filler or weld?

I cut out a 8" X8" piece of sheet metal because it was dented up pretty bad and had some pitting in it. I am going to replace it with new sheet metal.
My question is, should I completely weld it up or can I spot weld it and then skim coat the area with body filler?

Patch panels either need a continuous weld or panel adhesive. You leave air gaps in there and you will have rust bubbling up through your filler eventually...
