Guidance on how to fix my orange peel/clear coat runs

Discuss anything after that final masking comes off.

As you can view from the photos, there are white specks everywhere. However, once the hood is wet, it's fine. Would I have to sand these parts down or a way to clean it?

Is your compound getting stuck in little pinholes? Get some light on it and try to take a closer look. If that's the case you'll likely be doing more sanding and clear.

You have way too much orange peel and blobs on there to make it look right.
Earlier it was suggested you spray more clear coat - that was the right way to handle this.

Below is a photo of a panel that still has orange peel on it:

This is what it looks like properly sanded with 1000:

This is a properly cut and buffed door with a clearly defined reflection:

I suggest you wash the car, then scuff the clear coat with a red scotchbrite pad to dull the entire surface. Wipe down with wax and grease remove and let flash off. Then shoot at least 2 wet coats of clear, 3 would be better insurance, using a slow activator and reducer.

Let that cure the required time and then begin the cut and buff process. If not you are only going to be unhappy with the results and the truth is no amount of fudging it will make it any better.
