Help with paint problem

I'm running into an issue perhaps someone can help with. I just recently replaced the bumper on my son's car after he rudely crashed into my mailbox. I have sanded, primed and painted this plastic bumper 3 times now. Each time regardless of how long I let the primer dry, this bubbling occurs.

I have painted my jeep multiple times and never had anything like this happen.

Your image is not coming up..... Were you down to raw plastic when you put that primer on? Using an adhesion promoter if so?........

I had no issue with the primer but it was primer strait to prepped plastic.
