Primer not adhering to plastic

So I am fixing up my rooftop carrier. I got most of the clear removed using Grit 100 sandpaper and then I cut it down using 220 paper. I did not use any adhesion promoter since I did not sand down to bare plastic anywhere.
Yesterday I sprayed one coat of 2K primer and left it overnight. I was going to sand it slightly and put couple more coats on it but when I run my hand across the primer I noticed that the primer comes off, like a dusty residue left on my hand.
I am not sure what I did wrong and what should my next steps be to fix the issue now?
Should I sand it all down to the previous finish I had before the primer and apply adhesion promoter over the whole surface?
Or is it my spray gun settings that are way off?
My primer was mixed with activator 4:1 as per manufacturer instructions.

I am obviously new to this and this is my first time doing any type of refinishing so any help will be greatly appreciated.

Looks like it was sprayed to dry, it should be slick and have a sheen
to it after spraying. That's probably overspray.
Try wet sanding it back till it's slick and solid,
if you end up sanding through, just spray it again.
You need to sand off any residue.
