Weird paint in bumper

Hi I have a 350z and it looks like the previous owner spray painted the rear bumper. Im removing the paint so I can wrap my bumper but it is being weird. It chips off with a pressure washer, is covered in orange peel, thin areas takes a while for the washer to get through. Does anyone know any easy ways for me to remove this weird paint?

Sander, razor blades, chemical bumper stripping agent...... Just be careful with any of that as you don't want to disturb that surface profile. Seems like "everything" transfers up through wraps. I'm not even sure it would be totally safe to go chemicals when you know you are going to be wrapping. Best case scenario....maybe jump online and look for a used bumper cover still showing OEM paint....
