Checking to see if this would be the correct procedure for painting a New Primered Plastic Bumper
1 wash and dry
2 wetsand w/1200 or scuff pad
3 Seal with sealer primer- I have adhesive promoter and duplicolor primer
4 2-3 coats base
5 1-2 coats clear

I see Duplicolor primer on that list. Are you shooting all 1k aerosol products here?

I would sand with 400 instead of 1200 since you're
going to prime it, or a red scuff pad.
And you don't need adhesion promoter over a primed bumper,
that's only needed for bare plastic.

(It's not custom painting-it's custom sanding)

All except the 2K Clear Coat. I have also some Zinger 123 primer sealer if it is better..

If you want a bumper to hold up long term, no 1k products. Epoxy works best with bumpers.....

If the bar is factory primed then all you have to do is clean then grey Scotchbrite before basecoat. Never use sandpaper on new plastic - you''l tear it and make a lot more work for yourself, as will the red Scotch which is too coarse and will leave scratch marks visible through the basecoat.

Make sure you follow instructions explicitly on the cleaning. Depending on the primer used some cannot be cleaned with a solvent based cleaner.
