Maybe, but you just don't know. If there is ANY remaining liquid down in there gas pressure is severe enough to still cause lifting. That body shop wants to do a skim coat because it knows that it will be harder to heat up and develop pressure in the first place and more importantly the skim coat forms a non moveable wall of a barrier..... Epoxy primer MIGHT still be lifted.
