What is the difference between an air grinder and air sander?s it simply rpm's?

Then you have a geared sander that. Only does like 1000rpm, but as it is geared has heaps of power so it will not stall out.

So would an air sander (rotary only) stall out when you are pushing down on it hard? If so, the a geared sander would be better right?
