Suggestions fixing fender

I have a motorcycle fender. It has little dips in it from a sander. I didn't notice it until I put the primer on. I picked up a filler primer just in case I ran into this but it doesn't work well. Anyone have suggestions on fixing this with out sanding it down to metal?

Depending on the size of the dips, either block sand and re- prime, or block sand, glaze fill, block and reprime, or sand off the existing primer, correct the flaws, and proceed from there with priming.

i wouldnt use a hard block, something softer than will for the fender,

just start over instead of fight it.

sand with 150, get it nice

prime and then finish sand.

yep, if its on the curved part of the fender use a soft pad and the 150 so you can feather it out. depending on how deep they are it might take a large feathered area. so what is the fender for? any pictures?
