So my buddy has a newer car, 2008 and the front fenders clearcoat almost looks sandblasted if you look very closely under the right lighting. Almost like very fine pinholes in the clear coat. Im guessing its just soft clear coat being worn over the years. I was wondering if this is something I could scuff and re shoot with clear to flatten out?
Laying clearcoat over existing clear?

It depends on whether there are any places the clear has failed and is discolored or peeling.
If the clear is in good shape you could wash the car real good with soap and water and then dull the clear with fine Scotchbrite pad, prep and spray a couple of coats of clear over it. 1968 Coronet R/T
