fixing small dings, bondo over paint?

when filling small dings should i sand down to the metal or just sand the current paint with 400 grit?

this is from the directions for evercoat lite weight filler:
APPROVED
SUBSTRATES:
 Cold Rolled Steel
 Aluminum
 SMC
 Galvanized Steel
 Fiberglass
Clean and degrease the entire panel to be repaired with soap and water,
followed by a mild cleaning solvent. Surface must be thoroughly dry before
repairing or applying material.
Use 40-80 grit to remove the paint and
featheredge.

ok so it wants down to bare metal before i put filler in. so given that, should i spray over with a epoxy primer? ive read they provide better protection and sealing. then i spray a 2nd ename primer over the epoxy one before paint right?

I think someone does make a filler that can be applied over " properly prepared finish." Best thing is to prep to bare, clean metal.

No need to put anything else on epoxy before paint.
Epoxy is the best primer to paint over.
