Sounds like dry spray too.

Recently a friend of mine had his vehicle painted at Maaco. It looks terrible, but if it was a $500 paint job, its OK. He spent over $5k however, with rust repair and the rust is coming back and bubbling less than 6 month since it was painted. He told me it had a clearcoat. To me it looks more like an integrated clearcoat if it has any at all.

Could just be overspray. Is it a basecoat/clearcoat job or a single stage job?

If it's base and clear just clay bar it and see if the overspray comes off.
