I believe you misread the application instructions. Yes, they say spray two medium coats and if buffing a 3rd coat can be applied however that doesn't mean you are limited to 3 coats per session. Notice the following from the tech sheet:

Critical Recoat :
Do not flash for more than 60 minutes between coats. If more than 60 minutes @ 70°F (21°C) is reached, wait at least 6 hours before applying more clear or basecoat. After 24 hours, lightly scuff the clearcoat before applying additional material.

I have sprayed 4 and 5 coats per session of the HC-2104 and HC-4100 so it seemed strange the 2100 would limit you to 3 coats.

turns out i am not liking the way it looks guess i prefer the original look so i will sand it off and start over. mahalo everyone for your help and input!

when using old school flake large flake we would shoot it on with lacquer or use a Flake Buster gun. some of the flakes would stand on edge and some would not adhere well. so one would wipe the surface with your hand to remove the lose flakes and fold the ones standing up over. of Corse this was when metal flake was METAL flake.

I was thinking it had to do more with the way the Base coat was laid down ?
If its not wet enough the flake is gonna stand instead of laying down then again Dry spray Fogging it on to avoid stripping issues also comes to mind.

I usually spray flakes in only intercoat/clear base or whatever. I've used Omni Clear, UreKrem's clear and now mostly use Tamco 2104. With the thinner Urekrem I would bury it in 4 - 5 coats. With the Tamco 2104, 3 - 4 coats. I almost always plan on doing some LIGHT sanding (800) to break open the clear, wait about a week then add some more clear. I have learned to be real careful when sanding flakes, Just scuff and don't cut into the flakes.

When I did my Caddy's trunk, I did most of it with a mix of .004 & .008 silver flake, cleared, added graphics in Kandys, cleared again, added a border in colored flake, added some copper candy over that and then cleared two more times to get rid of the lip. Yep a whole bunch of clear and way overdoing the conventual numbers of layers that you want to apply, but it is custom.

Wait one day after each clear session, then sand to break open the surface
Then wait as long as you can (a week usually for me) to do graphics and apply more clear
