I have purchased a steel fender which came primed (black). I have also purchased spray pain--Touch Up Direct paint to match the original color of the car.
If I apply anything to the paint after it dries, it comes off. It comes off very easily, including if I put a coat of the same paint on the previous coat after it has dried. Is this common?
Is this expected before the clear coat is applied? Once the clear coat is applied, will that help to cure the paint underneath and protect is from coming off easily?
Thank you in advance.

How did you prepare the panel before painting it?

Light sand only with 2000 as the surface was already primed.

2000????? That's almost like polishing a surface..... no scratch profile....no proper "stick"....

Only thing that will stick with that type of prep is nitrocellulose paint.
