Rust under primer

The entire car is like this. Factory paint from 88. Rust correct? Is this just what happens with time? The clear coat was bad but there was no rust showing through primer/base.

Its not uncommon to find corrosion under damage coatings.
Its also not uncommon for Cars and trucks to rust from inside out. Dennis B.
