To fill or not to fill?

We have stripped my son's '86 Mustang for epoxy primer. On the c-pillar there was a spot where filler had cracked. We stripped it and this was underneath:

What do you experienced hobbyists and professionals recommend? Should I fill it, and if so with what? Or should I cut it out and weld in new sheet metal? I've done both before with good results so it's just a matter of selecting the best option.

That's what I initially thought but there's nothing on the opposing c-pillar and no evidence of lead. Looks like a previous repair. The metal was ground away making that large low spot. It's pretty weird

What do you think I should do about it?

looks like there might have been a hole there for some reason and someone made an attempt to weld it. then they got a little aggressive with the grinder. it looks like it might have some cracking going on from the poor weld job repair. IF its solid just fill it, if you can get to the backside easily then just bump it up a little. that filler depth isn't going to be a problem.
