Ford Kona blue questions

Hello all first post and thanks.
I had purchase a left over 2019 Harley ultra and going to do a color change.
Yes got a great deal but hate the color. So I'm going to do a respray with 2020 Ford Kona blue base coat, clear coat. I've done a fair amount of painting but never over a new paint job.

So can I scuff the surface and spray a sealer? If so, do I also have to spray a certain color primer first to give the Kona Blue that deep color?

Brand new paint should only have to be scuffed with a grey Scotchbrite pad (approx. 800 grit) until dull.

Paint code: 8DYEWHW is what I am seeing for 2020 Ford Kona Blue.

Should be able to cover anything with 3 coats.
