I was getting ready to shoot two coats of epoxy open my bumper and base over it but I got a hell of a paint one what do I do now

I finished up the two coats and I'm just going to let it dry fix that area with four or 600 and base over tomorrow because I got two coats already

It says 24 hours before sanding on the epoxy . Do I have to wait to complete 24 hours what about like 18 hours or so

If it says 24 hours, then wait 24 hours. Longer if the temperature is below about 25C.

You must follow instructions. They're there to help you get it right and I can promise that if you don't follow them, and don't understand the implications of what you're doing, then it will be another problem.

do you show up in 18 hours or 24?

It's all about how fast it cures, and it varies a lot by different variables
like thickness and temperature so no one blanket statement can cover everything.
You have to wait long enough only to be able to sand it.
If it gets sandable before 24 hrs there's no reason you can't sand it.
I've wet sanded it in as little as a couple of hours using a infrared light on it.
Put it in the sun a few hours and see if you can wet sand it if you're careful.
You'll know it's time when you can sand it without gumming the paper.
By the picture, it looks thick enough that you will probably have to wait
the 24 hrs.
