Lots of dust on clearcoat

Well, finally got the bumper done. Either the clear coat dried before it hit the bumper or there's a lot a lot of dust and I mean it's everywhere on the bumper. It wasn't like this on the base coat. I I cleared a few hours after the base and this is what it looks like.
If you zoom in where the flash is you will see all the dust but it is actually everywhere.

Hard to tell anything in that pic, terrible lighting.

If you zoom in on this one you could probably see. Basically from what I'm thinking is the clear coat dried before it even hits the surface or it's just dust because I didn't see it on all the other coats It was the last of the clear coats that I noticed it on

Can someone explain to me please how this happened because I still have to paint my hood and it's really killing my motivation. That ruined my whole day

you need to tell us a little more like where were you doing the spraying. is it on the car? what clear and activator, what was the temperature. did you use a tack rag, although it looks like its gotten on it after it was sprayed? one thing for sure in the picture you need to get your spraying technique down better. maybe slow down the mixture some, maybe up the air press. you got a BAD case of orange peel. wet sand the bumper with some 600 and reclear.
I went back and looked at the picture and I don't think its dust. you couldn't get that much if you painted out in the desert in a wind storm. I think you could have a problem with your clear or activator or somewhere, I think your probably spraying It on.? it'll be interesting to see what others have to say.

Again its Hard to see in that picture with the available lighting that was used.

I could see what appeared like Orange peel in the center of the Piece and yes the specs you talk about in the bright section. These Specs in that area are very large in appearance for just dust and may be another issue going on hear the Orange peal is also another indicator.

I strongly suggest better pictures so it can be further evaluated for possible causes.

But on a Side note of questions that need to be answered prior to providing any sort of possible problems please provide answers to these questions :
1. Please state your Compressor specs. Pump CFM? HP of unit? Did you use an air filter or drier unit? what kind and where in the system? did you have a regulator and what was it set at? location of air regulator in system? was it set with gun trigger pulled? what air pressure did you set it at?
2. Brand of Clear coat used? what Activator was used? Fast, medium or slow? Did you use Reducer in it?
3. Brand & model of spray Gun used ? What size fluid tip was used? What air pressure did you spray at? Did you use a filter at bottom of cup? What was the air temperature and relative Humidity at time of spraying?
4.Number of coats of Base coat applied and Exact time between coats (Flash time)
5. How long after Base did you wait before applying Cear Coat?
6. Number of coats of CC applied and Flash Times ?
