I used this product years ago when I first painted my car, but I was wondering if anyone knew if it could be rolled on, rather than sprayed? And does PPG have a high build product that can be applied over the epoxy and rolled on? Or better yet, can the DPLV be used as a block and sand primer?

i don't see why you couldn't roll it on, you can other epoxys. do a couple coats then let it cure a couple days or more if you can then sand. when it gets past the recoat time it sands easy. watch your temperatures should be at least above 60 deg.

I switch from PPG DP epoxy primer years ago because of the price.
There are great quality epoxy primers available for half the price. Of course you need to use what you are comfortable with and the PPG epoxy is good stuff.
