Small bubbles in clear coat how to fix

So i have been slowly figuring out how to do my own body work any I jave run into this problem. How do you take care of these? They look as though little pockets of clear coat had burst. Any help is appreciated. Second question i have is the hood. Its lost all of its clear coat and i was curious if i need to do anything to it before i apply some clear coat. Thanks

what you need to do is tell us what steps you took to prep the hood and where the bubbles are in detail. the way it sounds your wanting to spray clear over the old color your going to have to put some kind of color coat on.

That clear is old and must be stripped. The bad news is that once the clear coat fails like that the base coat is also no good.
I suggest you strip the panel and start fresh.
