Ford Escape Snall Rust Patch Forming On Roof

2008 Ford Escape, Southern California based vehicle, now residing in coastal Northern California, Black original paint, has developed a rust patch about 8 inches long 5 inches wide on the roof, it has began "bubbling" slightly.

Looking for reccomendations on best products, best approach to remove as much rust as possible and seal, to preserve the metal as long as possible. Perhaps products known to work well with Ford paint jobs. Fluid Film was reccomended on a Ford Eacape forum.

Zero experience dealing with rust on a vehicle. Any particular reccomendations on sandpaper grits,.brushes or other tools would be great.

Edit: Thank you for the prompt to post a pic, now attached. If helpful, rusted area shown is just behind the front crossbar and sunroof.
Also note, no other known rust on the vehicle.
Cosmetics not important here, purely function over form.

Clear has degraded to the point that it's actually completely gone from that "problem" area, but has peeled off in other areas too. The base provides no weather protection so you're getting some rust as well.

Only way to fix it properly is remove everything back to bare metal on the whole roof, epoxy and re-topcoat. A patch repair might work temporarily on that spot, but other areas will do the same in a fairly short time.

Sand entire Roof with 80 grit removing all traces of old paint to bare metal on entire roof.
Clean with Wax and Grease remover, allow to fully flash off!
Mask entire car/Truck you don"t want over spray on.
Paint Bare metal with Epoxy allow to fully dry & apply second coat of Epoxy & again allow to fully dry. Scuff Epoxy with Red Scotch bright & Then Prime Epoxy with 2k Primer at least 2 coats then Sand with 400-600 grit. 400 for solid color 600 if Metal flake of some sort.
Apply Base coat in preferred color at least two coats in most cases or until fully coated blended and matched may be more may be less.
Apply Clear coat at least two coats Your done.

Optional : Sand with 1200 grit & Buff with Wool pad till happy.
